Background
This workshop is
organized in the framework of the activities included in the project
“Integration of Gender Dimension in Water Management in the
Mediterranean Region – INGEDI” coordinated by
CIHEAM-IAMBari,Italy and
carried out in cooperation with the
NWRC-MWR&I, Egypt and financially
supported by the European Union as a part of the Sixth Framework
Programme Priority-Specific Support Action.
This
Workshop is the continuation of the previous one held in Bari Institute,
Italy from 3-5 June, 2004 on “Integration
of Gender Dimension in Water Management in the
Mediterranean Region” with the participation of 44 Senior Mediterranean
Managers representing most of the countries involved in the promotion of
Gender in the water resources management in the irrigation sector.
INTRODUCTION
Gender equality
mainstreaming is relatively recent and complex and it requires bringing
together many elements including gender analysis, development of
relevant structures, involvement of many different types of actors and
stakeholders, local ownership and development of institutional capacity.
Furthermore, conditions of interventions that have a long history as
well as many action programmes that involve many stakeholders make it
more difficult to establish processes and elements of mainstreaming.
Gender mainstreaming is
the primary topic Bari Institute Workshop centred on. Considerable
emphasis was placed on reflecting the complex interplay of various
factors that influence the degree to which gender equality is promoted
in the Mediterranean countries and, particularly, those related to
organizational, societal and sector contexts, to processes of
implementation and to roles of various female and male stakeholders.
Deep analysis of these factors and their integration through a
networking project to promote gender equality mainstreaming in the
irrigation sector are the fundamental issues to be covered by the
Workshop.
General Objectives
-
To discuss, in detail
the findings, the proposals and the outcomes of IAMBari Workshop as
well as those of the several brainstorm workshops included.
-
To formulate a
thematic network on Gender and its promotion in the Mediterranean
region fundamentally based on the proposals and suggestions outlined
by the participants in IAMBari Workshop.
-
To identify the major
teams and priorities to be included in the proposed network as well as
deciding on the partners involved in the activities (country,
Institutions and personnel).
Specific Objectives
-
To support
dissemination and exploitation of the Euro-Mediterranean workshop held
in Bari Institute
-
To increase awareness
and make a significant impact on policy and programmes development
-
To create a common
reference framework to develop recommendations and identify new
perspectives for effective involvement of women in the Mediterranean
Water Management through the formulation and implementation of
developing programmes, studies and projects of relevant policies.

To discuss on the
network proposal.
Workshop Major
Topics
The workshop will
include six sessions covering the following major topics:
Session 1:
-
An introduction to INGEDI project,
challenges and achievements (communications, indicators, working
plans, etc.).
-
IAMBari Workshop: objectives, findings,
proposals and recommendations.
Session 2:
Gender equality mainstreaming - supporting key
elements:
Session 3:Country
strategies for Gender equality and development cooperation (countries
case studies).
Session 4:
Tools and Mechanisms for implementation of gender
participation system (from top down/bottom up programmes).
Session 5:
Regional networking for efficient and effective
coordination. Training and Fund Raising for sustainability and
development.
Session 6:
Group discussion to address four key questions
regarding TOT needs and requirements for knowledge transfer and
stimulation of new ideas, initiatives, procedures…etc.

The Workshop will be
held in Cairo, Egypt from 1st – 5th October,
2004.

The language of the
Workshop will be English
