Description of the project:

The project focuses on poverty reduction in the rural areas of Delta.

It aims at efficiently contributing to the improvement of the agricultural area that extends on a surface of around 56,000 feddan (around 30,000 hectares). Moreover, the project proposes an approach for social and human development in the communities supporting the culture of associationism.

The main activities consist in

  • the promotion of investments in the agricultural sector,

  • the development of new specific financial schemes for the rural communities,

  • the promotion of activities destined to the economic enhancement of women.

The Italian contribution features in a financial context where other donors participate, in particular, the international organization IFAD that has signed a credit of 19 million US $ with the Egyptian government.

The Project's Objectives:

West Nubariya Rural Development Project aims at improving the socio-economic and the environmental conditions of the beneficiaries settled in the project areas through the following goals:

  • Achieving social unity, developing participation in local communities, sustainable settlement. This can be achieved through improving the small farmers' houses, supporting the infrastructure and the services in addition to providing food ration to the settlers' families.

  • Planting crops that increase the income with the provision of technical assistance necessary for achieving the maximum benefit from the available resources in addition to using the modern applications that proved success in the field.

  • Developing the livestock in project area, providing technical assistance for selecting breeds and methods of breeding/fattening suitable for local environment, and veterinary care.

  • Better utilization of water, fertilizers and pesticides to obtain the highest production rate without harming or polluting the environment.

  • Allowing the target groups to obtain the credit services with easy conditions to be used in the local activities so as to improve the national economy.

  • Increasing the household income through establishing micro/small productive enterprises with low costs. These enterprises may depend on agricultural or livestock or non-agricultural production. The project's activities can present samples to these successful enterprises for the beneficiaries with guiding them to know how to obtain the loans that will help them to start these enterprises.

  • Helping the farmers to market their products using the best marketing methods that suit each of them.   

Project Area:   

The project area lies to either side of the Cairo-Alexandria Desert Road along for more than 100 km south of Alexandria of an approximate area of 256 000 feddan located within the region of three governorates Alexandria, Beheira and Matrouh.

1.    The primary project area covers some 56 000 fd and comprises the two latest Noubaria reclamation zones of El Entelak Zone "Bustan Extension"  (27 810 fd) and Tiba Zone "Branch # 20" (28 190 fd).

2.    The secondary project area covers four new land zones in Noubaria namely Sugar Beet, El Hammam, West Noubaria and El Bustan, together comprising an area of almost 200 000 fd.

 

Project Target Groups:

The project's activities serve the following categories:-

  1. The jobless graduates settled through Mubarak Scheme (21660 males & females).

  2. Small Farmers (4549 males & females)

  3. Old land Tenants (9976 males& females)

The total number of the target groups is 36,185 beneficiaries in addition to their family members .

 

The Project's Components:

First: The Technical Operations Component:

This component includes three sub - components:

  1. Plant Production:

    It aims at improving the quality and quantity of the agricultural production through:

     Providing agricultural extension for the beneficiaries, and specialized technical knowledge in the field of selecting the best kinds of seeds. In addition to introducing suitable crop patterns that do not exhaust the soil or destroy its natural elements.

     It also looks forward to rationalize the use of fertilizers and pesticides that harm the environment especially in these fertile new lands in order to acquire a distinguished agricultural production suitable for exportation.

  2. Livestock Production:

    This activity aims at increasing the number and the kinds of animals in the project areas, choosing the best breeds that can accommodate with the conditions of the project areas, giving special attention to the provision of the veterinary care and a full demonstration of the successful farm samples that can be applied easily. In addition to selecting the samples that do not cost too much and which have similar features to the limited possibilities of finance and area that the project offer to the beneficiaries. Encouraging the beneficiaries to own more animals will lead to many benefits like improving the standard of living of their families from one side and from the other side; it will improve the natural and chemical properties of the soil through the manure resulting from the animals. Another benefit will be that of strengthening the factors of accommodation and settlement in the new lands for the beneficiaries of the project.

  3. Water Management: This activity aims at rationalizing the usage of available irrigation water and training the farmers to use and maintain the modern irrigation systems used in the new lands, which is totally different from the irrigation methods that they used to deal with in the old lands where they came from. This activity also focuses on encouraging the establishment of water users associations among beneficiaries. Such associations are important for solving the irrigation problems and also for obtaining the required finance for the operation & maintenance costs for the pumps and irrigation canals and drains in these areas.

Second: Community Development and Organization Component:

This component aims at solving the problems of the community facing the beneficiaries in the different activities that serve the infrastructure in the villages to improve the living conditions of these target groups and their families especially in the first periods of settlement as there is no source of income since the land is not cultivated yet and needs finance for cultivation.

 

Some of the component's activities are:

  • Improving the housing conditions "Group B" those of "the tenants" hurt from applying the law of old land renting.  Rehabilitation is done to provide them with proper houses suitable for them and their families to live in.  

  • Improving the infrastructure in the villages of the project areas including the provision of pure tap water and electricity inside the houses, supporting the existing health care and educational units, planting trees in the streets, providing the services of garbage and sewage disposal in addition to other services necessary for the community.

  • Provision of food rations that include the basic elements for the beneficiaries and their families to establish a moderate level of food supply for the family members during the first period of their settlement as there is no sufficient source of income.

  • Supporting the establishment of the local cooperatives for implementing activities useful for serving the villages in different social/economical activities.

  • Giving special attention to the rural woman and making her aware of the importance of effective participation in establishing small enterprises that could be practiced in side the houses to help increasing the income, in addition to training her on the different  skills for the benefit of her family concentrating on the importance of spreading knowledge among women about family planning, health care, and literacy for the settlers' family members.

Third: Marketing Component:

This component aims at confronting and solving the problems of marketing the different products that face the beneficiaries, due to the awareness of the importance of improving these products and creating new sources of income for the families in addition to providing job opportunities for the community members in the project areas.

There is a special concentration on benefiting from the products produced in the new lands that can be spoiled easily taking into consideration the details of crop reaping processes which can be useful. Increasing the agricultural knowledge of the farmers can achieve this aim.

Dealing with the idea of the products exportation is also important for the benefits of the beneficiaries and the national income therefore it is necessary to find all the ways for achieving such a purpose and eliminating all the obstacles that may hinder this aspirant activity.

 

Fourth: The Credit Facilitation and Enterprise Development:

This activity aims at facilitating the financing process necessary for funding  agricultural, livestock or other related activities especially at the beginning of cultivation as the land productivity is poor in this period, and also the land needs finance to reach the highest productivity.

Since the revenue of planting the different crops in the new lands is not sufficient for facing the costs of life and also may not provide job opportunities for the community members in the project villages, so it is important to give special attention to the small productive enterprises which provide additional source of income for the farmers helpful in improving their standard of living. The concentration is given to the enterprises which can be applied easily depending on the available raw materials in the local community.
