Italian Cooperation in Egypt

Organization Chart of the Directorate-General of Development cooperation (DGCS)

Offices that interact among themselves for the activity of cooperation in Egypt

 The DGCS is articulated in a Directorate-General, thirteen Offices, a Central Technical Unit and an Evaluation Unit. Only some of them interact directly with the activities of cooperation in Egypt, that is to say:

  • General Directorate;

  • Office III: it deals with initiatives concerning developing countries of Europe, the Mediterranean Basin and the Middle East, jointly with the General Geographic Department concerned. 

  • Office VII: it checks the suitability of Non-Governmental Organizations (NGOs) and grants contributions to them. It also verifies the social security and the legal and economic standing of volunteers and project officers employed by NGOs;

  • Office VIII: it deals with financial cooperation, support of entrepreneurial activities and of the balance of payments of developing countries, including aid credits for debt relief; relations with international organizations, banks and funds (regional and universal) for the financial cooperation and the development within the development cooperation area; development cooperation within the European Union, jointly with the General Department for European Integration;

  • Office X: it gives legal advice (advices, call for bids, contracts, etc.); makes studies, researches and consultation expenses; deals with activities relative to contentious (including transactive acts and arbitration awards);

  • Office XII: it deals with issues relating to the legal standing and the remuneration of workers outside the permanent staff of the Ministry of Foreign Affairs working for the Directorate-General, including the related contributory and revenue obligations; payment of severance pay and overtime for the benefit of the staff of the Directorate-General; auditing of requirements and credit of funds for the foreign agency for the running of the Local Technical Unit, auditing of statements; sending on secondment of staff working for the Directorate-General and payment of severance pay, reimbursements and travel allowance;

  • Office XIII: it makes studies and proposals for gender condition  in developing countries within the cooperation policy. It deals with the guardianship of minors and of disabled persons in the same context.

  • Central Technical Unit (UTC): it deals with the technical support for the activities of the Directorate-General in the location, appraisal, proposal, management, and checking stages of the programmes; it produces studies and research in the development cooperation area.

    We have to add the Local Technical Unit (UTL), that works within the framework of the Italian Embassy in Cairo, to the Organization Chart:

  • Local Technical Unit (UTL): it deals with technical and administrative support of cooperation activities and the management and auditing of programmes. It produces studies and researches concerning the activities within the development cooperation in Egypt.
