“New discipline for the Italian cooperation with developing countries” (abstract)

In the article 1 the law reassumes the objectives of the Italian development cooperation:

Art.1 (Objectives)

1.     The development cooperation is an integral part of the Italian foreign policy and pursues the objectives of solidarity among people and of a complete realization of the basic rights of man, being inspired by the principles confirmed by the United Nation and the agreements CEE-ACP.

2.     It aims at satisfying the primary needs and, in the first place, at safeguarding human life, self-sufficiency maintenance, at optimizing of human resources, at safeguarding the environmental heritage, at carrying out and at strengthening the processes of endogenous development and the economic, social and cultural growth of developing countries. Development cooperation must also aims at improving genre and childhood condition.

3.     It comprises public and private enterprises, formulated and carried out in the ways provided for in law and set up in the framework of plurisectorial programmes agreed during specific intergovernmental meetings with recipient countries on a plurennial base and in accordance with the criteria of geographic concentration.

4.     Extraordinary interventions devoted at facing catastrophes and situations of malnutrition and sanitary deficiencies, threatening the survival of populations, are included among the development cooperation.

5.     Allocations for the development cooperation cannot be, directly or indirectly, used for financing military activities.

Furthermore is it possible to add, in brief, that the activity of cooperation involves:

a.      The formulation of studies, the planning, supply and construction of plants, infrastructures, equipments and services, the execution of projects of integrated development and the implementation of initiatives of financial nature, capable of favouring the achievement of the objectives described in the article 1;

b.     The sharing, also financial, in the activities and capital of institutions, banks and international funds, involved in the cooperation with developing countries, as well as in the activity of developing cooperation of the European Economic Community,

c.     The use of skilled workers  for duties of technical assistance, administration management, evaluation and monitoring of the activity of development cooperation;

d.     vocational training and social development of citizens of developing countries in loco, in different developing countries and in Italy and the training of Italian staff for carrying on activities of developing cooperation;

e.      sustain of the implementation of projects and interventions carried out by suitable NGOs, even trough the envoy of volunteers and of its own staff in developing countries;

f.       the implementation of specific interventions in order to improve genre and childhood conditions, the cultural and social development of woman through her direct participation;

g.     the implementation of programmes of agricultural conversion in order to hamper the production of drug in developing countries;

h.     the promotion of programmes of education to the topics of development, also within schools, and of initiatives devoted to the intensification of cultural exchange between Italy and developing countries, with particular reference to those among young;

i.        the realization of interventions on scientific and technologic research in order to transfer suitable technologies to developing countries;

j.        the implementation of tools and interventions, also financial tools, in order to support exchanges among developing countries, stabilize regional and internal markets and relieve the debt, in accordance with the programmes and the action of the European Community;

k.     sustain programmes of information and communication supporting a wider participation of people to the processes of democratization and development of recipient countries.
