One of the commitments of the Italian global action of support to the Egyptian Government reform plan is aimed at setting up an effective system of management of Egyptian migratory flows towards Europe, in order to support social Egyptian growth and decrease unemployment. In the framework of the Italian action the IDOM Project has been of fundamental importance for increasing the awareness of potential Egyptian migrant pertaining to the risks of illegal migration. The IDOM project had as one of its main objectives the dissemination, through the various means of communication, of information related to the dangers of illegal migration practice. A structured action of communication has consequently been designed and implemented in order to disseminate on the Egyptian media, information on the dangers of illegal migration. The messages conveyed have been, when appropriate, integrated in a larger topic context related to the Italian-Egyptian integrated approach in the management of migratory flows towards Italy, which has set as its corner stone the valorization of Egyptian Human capital. The Italian-Egyptian integrated approach: an overview The Italian-Egyptian integrated approach is based on two fundamental bilateral agreements: the re-admission agreement and the labour agreement. The above mentioned acts set the framework for the institutional management of illegal and legal flow of migrants towards Italy. The labor agreement, signed on November 2005, establishes means for the regulation of the entry, residence, and recruitment of Egyptian workers according to the Italian legislations and labour market needs. This agreement, which contributes to facilitating the social and professional integration of migrants in the host country and limits the rates of illegal migration, is the first to be concluded in the field of labour migration between Egypt and an EU member state. Together with the institutional agreements a series of synergic cooperation actions and projects have been implemented in Egypt, according to the following scheme:
The Projects and activities which allowed the implementation of the integrated action are: · International Mobility project and Educational and training offers aimed at Human Resources Development International Mobility of Labor Project, implemented by Italialavoro- financed by Italian Ministry of Labor- in collaboration with the Egyptian Ministry of Manpower and Immigration. It aims at developing human resources potentialities by providing the Egyptian workers with professional training and Italian language course in order to achieve a real and fruitful integration in the Italian Labor market and society. The pilot phase of the Project started in June 2006 and has achieved the selection of 200 workers who have started on the 17th December the Italian language course. The vocational training will follow and will be completed once in Italy. · IMIS Project IMIS Project (Integrated Migration Information System), financed by the Italian Cooperation for Development in collaboration with the Egyptian Ministry of Manpower and Immigration and implemented by IOM. The Project main activity has been the creation of a database (in use at the Egyptian Ministry of Manpower) in order to collect the offer in terms of Egyptian manpower and provide useful match-making with the demand of the Italian labor market. Moreover the project has provided the Ministry’s general directorate for Immigration with capacity building activities and relevant support in terms of human resources. Several studies have been realized on migration markets. Information services and care have been activated for Egyptian migrants abroad. The second phase of the project IMIS Plus (matching demand-offer; connection with migrant communities and management of remittances) is due to start soon. · IDOM Project IDOM Project (Information Dissemination on Migration), financed by the Italian Cooperation for Development in collaboration with the Egyptian Ministry of Manpower and Immigration and implemented by IOM. The Project, aims at contributing to the efforts of the Egyptian Government to support the strategies set up by the member countries of the EU to counter irregular migration by raising public awareness on its realities and risks through information dissemination. A mass media campaign has been activated and TV documentaries and radio teasers and programmes have been released on the main Egyptian TV and Radio Channels.
